The plant consists of a 255 MW gas turbine and a 135 MW condensing steam turbine. In September 2016, the Government of Ivory Coast signed a Memorandum of Understanding with Eranove to execute the financing, design, construction, operation, and maintenance of the power plant. In December 2018, a 20-year concession agreement was signed.

Hughes Hubbard & Reed was engaged to advise the Government of Ivory Coast on the project's financing. Spanish construction and engineering company TSK received a contract worth more than €250m ($296.37m) from Eranove to build the gas power plant for the project.

Gas for the power plant is sourced from the Devon fields (Lion/Panthère), the Foxtrot field and the CNR fields (Espoir/Baobab), with Foxtrot field being the primary gas supplier. The plant also includes an electrical switchyard operated by Compagnie Ivoirienne d'Electricité (CIE), the National Ivorian Electricity Distribution Company.

A producer of water and electricity in Africa, Eranove entered a concession agreement with the Government of Ivory Coast for the power plant in 2018. The agreement covered financing, design, construction, operation and maintenance of the plant.

Most of Cote d'Ivoire's primary energy demand is covered by local oil refinery supplies and domestic gas production. Almost 60% of the population had access to electricity in the country in 2017, a 10-percentage point's increase from 2015.
