The process by which New York City residents receive their electrical power is much more complicated than in the early days. Although Con Ed distributes and bills for this power supply, it is generated in several different ways before reaching its destination.
Off-grid electricity is legal in New York. However, you must follow the State's strict building codes and inspection process. Things get more complicated if you don't want to have any electrical system in your home. You might not meet parts of the fire code if you don't have electricity.
Emergency power shall be provided for voice/alarm communication systems in covered and open mall buildings in accordance with Section 402.7.4. Emergency and standby power shall be provided in high-rise buildings in accordance with Section 403.4.8.
